Slot: data_governance
Who decides who may use this dataset, and how. DataGovernance object from the Data Governance module describing the access committee, its membership and contacts, the review process, and who remains accountable for the data over time.
Distinct from license_and_use_terms (the terms) and regulatory_restrictions (the regulations): this is the people and the process that apply them. Added because Dataset previously had no governance slot at all, so a data access committee could only be named by nesting its chair inside an export-control statement (#503).
